Ryan L. Cathie is a Senior Fellow at the Center for Policy Research, University at Albany, SUNY. He is a global trade compliance expert with a wide-ranging background in both government and industry implementation of strategic trade controls.

For over eighteen years, he has conducted strategic trade control research, training, analysis, and outreach for governments and industry throughout the world on behalf of the EXBS Program and Department of Energy. He has significant regional expertise in the European Union, Asia, Latin America, Africa, and the Middle East. Mr. Cathie has also worked extensively with industry to provide licensing, classification, and compliance support.

He has assisted in the review, enhancement, and audit of internal compliance programs (ICP) at both multinational corporations and SMEs in the U.S., Europe, and Asia. In addition, Mr. Cathie has provided on-site export control training for a range of companies.

Mr. Cathie is well-versed in foreign export control lists and has experience classifying goods and technologies in numerous foreign jurisdictions, including India, Israel, the UAE, and Japan.

Mr. Cathie is a contributor to, and listed expert, of the World Export Controls Review (World ECR) and has served as an instructor with the Export Compliance Training Institute (ECTI).

Mr. Cathie holds an M.A. in Security and Intelligence Studies from the University of Pittsburgh Graduate School of Public and International Affairs (GSPIA) and a B.S. in Legal Communications from Ohio University.
